To start as soon as available, this Senior Quality and Compliance Officer role is part of the Quality, Policy and Compliance team, and is the primary point of contact between Morling and the various authorities with regulatory jurisdiction over institutions approved to provide educational services in the Higher Education sector. This role is expected to maintain Morling’s registration as a Higher Education Provider, ensure that our courses are accredited, and that the College meets all compliance and reporting obligations. It is vital that this role prepares and pre-empts in matters of compliance, and is involved, proactive and consultative in training, advising and aiding staff to undertake their responsibilities to a high standard.

For the right person this role may be negotiated to be carried out outside of NSW or WA, as long as the person is flexible, highly IT competent and able to travel if required. Hours can also be negotiated between 0.8-1FTE.

Key Responsibilities:

  1. Coordinating compliance activities across Morling College departments, including maintaining up-to-date compliance information and collaborating with staff across various departments.
  2. Training and continuous improvement, including actively supporting and developing Morling’s continuous improvement processes and systems and training staff in their compliance responsibilities.
  3. Contributing to Strategic Planning including advising and recommending in matters with compliance implications.
  4. Consult on Morling’s Third Party Relationships, including assisting with business planning and MOU development and guiding staff in managing contractual arrangements and obligations.

Key Attributes

An undergraduate degree in compliance, quality auditing, or other relevant area is essential for this role. Postgraduate studies in a relevant area, and studies in Theology are desirable.

The following areas of knowledge and experience are considered essential:

  • Undergraduate study in compliance, quality auditing or other relevant management area
  • Thorough understanding of maintaining compliance with the Tertiary Education Quality and Standards Agency Act 2011 (Cth) (including TEQSA Online learning best practice) and the Higher Education Standards Framework (Threshold Standards) 2021
  • Thorough understanding of obligations as a registered IHE under the Higher Education Support Act 2003 (Cth)
  • Thorough understanding of the practical application of guidance provided by Higher Education Administrative Information for Providers (AIP), by and Higher Education Provider Guidelines 2012
  • Understanding of the TCSI reporting portal and associated Fee-Help reporting protocols and guidelines
  • Understanding of Commonwealth Supported Place (CSP) funding, and its effective management at a Student Services level
  • Thorough understanding of maintaining compliance with the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS), the ESOS Act 2000 (Cth) and the National Code 2018, including the Provider Registration and International Student Management System (PRISMS) portal and its role in CRICOS enrolment management
  • Knowledge and experience with RTO compliance and course registration requirements (desirable only)
  • Ability to work effectively and efficiently within a digital workspace
